Is the reason for recommending 16 colors for the benefit of Activ or to accomadate older machines?
Are any issues created by using a 24 color palette?
The 16 color palette looks dated, but I don't want to update to a 24 color palette if it is going to cause Activ to choke.

Those extra colors get reduced to an unappetizing palette, the colors chosen based on their closest numeric equivalents.
The effect used to be called 'palette flash' - I'm not sure what it's called now...

For the heck of it I made one of the icons true color just to see what happens. Although it was only one icon that was changed it played havoc on the other icons.
For those interested in working on their toolbars.tb. Photoshop doesn't allow you to work with layers when the image is a BMP file. However, Fireworks doesn't have that restriction.
