If I have two books with different ESBN numbers will the {user} variable be the same for both ebooks if they are running in same machine?

It is allocated the first time the compiler or any ebook made using our compiler is run on a system - and should be constant from then on.

If I delete the main ini file (.....00.ini) and then run again an ebook, will the userid be the same?

It depends on the version of the compiler/ebooks
On version 4.2x and up the user number shouldn't change unless you reformat, or you have previously installed and ran a prior version (in this latter case it behaves like prior versions)
On prior versions, the user number can (but not easily) change if you mess around with the Windows folder. I can't remember exactly which files, but it's non-trivial to make it change.
